folder security

Is it possible to create a program that automatically starts when the folder containing the program opens?

I've got an old database in access, and i want to protect it from random browsers on my network, I was thinking if i had a password program that automatically opened when the parent folder opened ( it then closed the window and reopening the window when password was entered), this would solve my problem.

does anyone know to set this up?
